Certificate of Accreditation to The National Environmental Laboratory Accreditation Council (NELAC) Institute (TNI)
On September 22, 2015 Alliance Source Testing’s (AST’s) Decatur, AL Laboratory (AST Lab Services) received its certificate of accreditation to The National Environmental Laboratory Accreditation Council (NELAC) Institute (TNI) standards from the Louisiana Environmental Laboratory Accreditation Program (LELAP). Under this accreditation, AST can internally perform all Particulate Matter determinations for our customers. This eliminates the costs and delays of using a subcontract laboratory, while providing the same level of accredited services as an external lab. Operations in the 2,000 sq. ft. lab are managed by Heather Morgan, who with her eight (8) years of PM analysis experience is capable of managing up to 150 samples per week. Laboratory Technical Director Jordan Laster indicated that “Receiving this [accreditation] is the result of hundreds of man-hours dedicated to detailing, refining, and documenting laboratory procedures. This is an important step to providing accredited services to customers in all states that have accreditation requirements. Special thanks are due to Heather Morgan and our QA Manager, Brandy Hughes for their efforts.” Currently, Louisiana, Georgia, Texas, Virginia, New York require that an analytical laboratory be accredited to the TNI standards for PM analysis, however other states are expected to join the TNI program. Regardless of requirements it is an advantage to all clients to use an accredited lab in case any technical or quality issues arise.

Analytical laboratory services are only offered to AST, the lab is not available for hire to outside testing firms. The scope of accreditation covers the following EPA Methods:
- Method 5 – Determination of Particulate Matter Emissions from Stationary Sources
- Method 5A – Determination of Particulate Matter Emissions from Asphalt Processing
- Method ALT 067 – Approval of Modifications to Method 5A for Various Rules
- Method 5B – Determination of Non-sulfuric Acid Particulate Matter Emissions from Stationary Sources
- Method 17 – Determination of Particulate Matter Emissions from Stationary Sources
- Method 201 – Determination of PM10 Emissions
- Method 201A – Determination of PM10 and PM2.5 Emissions from Stationary Sources
- Method 202 – Dry Impinger Method for Determining Condensable Particulate Matter Emissions from Stationary Sources
The analytical laboratory is not stopping there, however. Plans are in progress to add EPA Methods 5D and 5I, as well as TCEQ Method 23. Secondary accreditation by reciprocity is under way with the Texas Commission on Environmental Quality (TCEQ) and other states. Until the lab in Decatur, AL is accredited by TCEQ, lab services in TX will continue to be offered by AST’s ASAI Laboratory in Lewisville, TX.
